User created content will be playable on all three versions of Portal 2, Valve has confirmed. You just won't be able to make any unless you're on PC.

"The mod tools have to stay on the PC side just because there's a bunch of dependencies that require the Windows platform," explained Valve's Chet Faliszek.
"But the content that comes out is agnostic, and so we will be seeing that on all the platforms," he added.
However it doesn't sound like console gamers will have the freedom to download any user levels they want. "Depending on the platform you're on I should say, will depend on how we're delivering it," said Faliszek. He did however go on to confirm that PS3 gamers will, at least, be able to receive user content via Valve's online Steam network- which debuts on PS3 with Portal 2.
