Xbox Live will not be available for a few hours tomorrow (Tue, Feb 20) from 10am to 1pm here in the UK. But don't worry though, the plug's being pulled for a quick maintenance session and nothing more.
Major Nelson reports that the My Xbox area of Xbox.com will be unavailable, and the Xbox forums will temporarily be in a read only mode, meaning you won't be able to post anything for a few hours.
Don't expect an update to your dashboard though, Nelson stresses that the downtime is for maintenance only.
What exactly is the maintenance they carry out? They've done it plenty of times, I just don't really know what it is they do...
Could be anything from bug fixes, performance enhancements to the network, or even plumbing in support for new features (like iptv etc). For that, they'd need to get all the backbone infrastructure work in place before they could add it to the consoles themselves.
Who cares? Its only a few hours when most 'normal' people will be at work or college or school etc. As long as it keeps live running smooth its not a prob. Hopefully it will sort out some connection problems people seem to have in connected with a limited number of people.
They'll need to carry out maintenance every now and then, even if it is just updating servers, networking upgrades etc...
Besides, they've chosen a time when most people are at work so as to cause minimum disruption...Switch off your xbox, step outside and enjoy some fresh air...
Or at least get to work on that single player mode you forgot about...
When BT lose my phone line for a while I get refunded/reduced phone bills...
Do MS do this when they turn their paid for service off?

I'm guessing that was covered in the License Agreement you had to sign off on. I don't own an X-Box 360 or X-Box Live, but I presume you had to agree to something on-screen before you could log onto X-Box Live.
There's probably an article somewhere that said there could be circumstances under which X-Box Live would be unaivalable and that that isn't the cause for refunds.
